Practice Experience


Attorney Liu holds a Bachelor of Laws (China University of Political Science and Law, 1996), a Master of Science in International Business Management (University of Glasgow, UK, 2007), and a Doctor of Laws in Economic Law (University of International Business and Economics, 2019).  
As a "Leading International Lawyer" selected by the All China Lawyers Association, Attorney Liu participated in a cross-border M&A training program at the University of Hamburg, Germany (October–December 2013) and an international commercial arbitration training program at BPP University in London, UK (November 2016).  
With over two decades of legal practice since August 2001, Attorney Liu has extensive experience in government agencies and state-owned enterprises. Additionally, he has engaged in short-term professional exchanges at Hogan Lovells International LLP (London Office) and Bird & Bird (Hamburg Office).

  • Anti-Monopoly Administrative Litigation: Represented three major concrete production enterprises in Jiangxi Province in administrative lawsuits against the State Administration for Market Regulation and the Jiangxi Provincial Market Supervision Administration, involving a disputed amount exceeding RMB 100 million.  
  • Monopoly Compliance Assessment: Commissioned by regulatory authorities, evaluated self-inspection reports and rectification measures for six companies—KE Holdings (Beike), JD Group, 58.com, Qihoo 360, iQiyi, and ByteDanc —regarding antitrust compliance and implementation of corrective actions.  
  • Cross-Border Financing Legal Services: Advised a domestically controlled overseas bank on providing financing services to a Cayman Islands fund partner, offering specialized legal support for the entire pledge process to facilitate secured financing.  
  • Construction Contract Dispute: Represented China Construction X Group in a construction contract dispute with a Tianjin-based company (involving RMB 80+ million) and secured a favorable judgment.  
  • Cross-Border Trade & Financing for Tianyuan Manganese Industry: Provided full-scope legal services for cross-border trade and financing, including negotiation, transaction structuring, procurement, financing, guarantees, drafting and reviewing contracts, and coordinating with overseas subsidiaries.  
  • M&A in Indonesia for a Listed Company: Advised on a mining acquisition in Indonesia, conducting legal due diligence, contract review, and commercial negotiations.  
  • Asset Recovery in Russia for a State-Owned Enterprise: Represented a Chinese SOE in recovering high-value assets unlawfully seized in Russia, utilizing litigation, diplomatic channels, and other remedies.  
  • Legal Counsel for Kuaishou’s Russia Project: Served as legal advisor for Kuaishou’s investment project in Russia, providing legal opinions, contract review, and full-scope support.  
  • CIETAC Arbitration & Lease Disputes for CERNET: Represented CERNET in a contract dispute (RMB 70+ million) before the China International Economic and Trade Arbitration Commission (CIETAC), as well as in related lease dispute litigation (first instance, appeal, and retrial).  
  • Legal Advisor for Finland’s Ahlstrom Corporation: Provided comprehensive legal services to Ahlstrom Corporation in China.  
  • Philippines Acquisition for Anhui Conch Cement: Conducted legal environment research, due diligence, and commercial negotiations for Anhui Conch Cement’s acquisition and incorporation of a company in the Philippines.  
  • Russia M&A for Inspur Group: Advised Inspur Group on acquiring a Russian company, including due diligence, equity structure design, and transaction documentation.  
  • Russia Investment for Haining Leather City: Provided end-to-end legal services for Haining Leather City’s investment, acquisition, and incorporation of a company in Russia.  
  • $500M Cement Project in Russia for Anhui Conch Cement: Advised on Anhui Conch Cement’s $500 million cement investment in Ulyanovsk, Russia.  
  • $600M Russia JV for a Listed Company: Conducted due diligence, drafted agreements, and negotiated terms for a listed company’s $600 million investment and JV establishment in Russia.  
  • Germany M&A for Changjiu Logistics: Advised on the cross-border acquisition of a German auto parts logistics company, covering deal structuring, compliance, financing, FX regulations, and profit repatriation.  
  • Due Diligence for Allens Arthur Robinson (Australia): Conducted due diligence on a Chinese company and issued a legal opinion at the request of Allens Arthur Robinson (Australia). 
  • Property Sale Negotiation for Bank of China (HK): Advised Bank of China (Hong Kong) on property contract negotiations with Qingdao International Finance Center regarding the Bank of China Tower.

Client D, a Chinese citizen, married an American citizen and they have a son (of American nationality). Later, his or her spouse submitted an I-130 spousal immigration application for XX and it was approved. With the assistance of the Lawyer team, Client D completed the relevant document preparation and interview guidance, and was issued an IR1 visa to enter the United States. In the same year, they obtained a green card. The lawyer team subsequently initiated the application for naturalization and expedited the process through his spouse's position in an American company. The case involved challenges such as Client D's first B1/B2 visa rejection and the revocation of their children's nationality. The lawyer team ensured the legality and efficiency of the immigration path by supplementing the authenticity of the marriage, coordinating the compliance of laws in China and the United States, and facilitating cross-departmental communication. At present, the green card of Client D is valid, the application for naturalization is pending approval, and the issue of children's nationality has been properly handled through the travel document and revocation application.

Application for Chinese Green Card


During the process of assisting XX's son in applying for an entry and exit permit, the lawyer team formulated a detailed full-process case schedule of "application document preparation - application submission - approval and certificate collection", and clearly defined the task division. They also conducted research on the regulations of Zhumadian area, obtained the contact numbers of the public security bureau and other departments to sort out the processing requirements and procedures. Draft and review documents such as the "Application and Approval Form for Extension and Reissuance of Hong Kong, Macao, Taiwan and Overseas Chinese Documents", and guide XX to fill in and prepare the materials. Meanwhile, the team led by Lawyer Liu Sen organized multiple meetings and communications with XX, coordinated meetings with the Public Security bureau, assisted in submitting applications in Xincai County and provided emergency contact channels, followed up on the acceptance receipts to ensure a smooth process, and through professional process planning, legal research, document processing, and communication coordination, promoted the legal and efficient completion of the application for entry and exit permits.
